“MARKET TRANSFORMATION THROUGH THE INTRODUCTION OF ENERGY-EFFICIENT ELECTRIC VEHICLES (E-TRIKE) PROJECT”.
This project was formed by DOE on December 2012 to introduce 100,000 electric tricycles under the financing of ADB (Asian Development Bank), with the goal of electrifying more than 3,500,000 gasoline tricycles estimated running in the Philippines to improve the environment. DOE announced an international competitive bidding of the procurement of 3,000 electric tricycles on February 2015. BEMAC submitted the bid in May 2015, and then reached the contract with DOE on February 2016.
BEMAC has successfully delivered the 3,000 units of electric tricycles to 37 LGU’s and national organizations all over the Philippines.
From the latter half of 2018 the delivery started mainly in Metro Manila and to the following areas.

Each of the LGU's already started their transport service and construction of charging stations as soon as the electric tricycles were delivered. It is highly expected that the electric tricycles will contribute to the improvement of the environment in the country. Making it a standard of short distance public transport in the Philippines. BEMAC aims to expand the use of electric vehicles in the Philippines as well as Southeast Asian countries. This project is the first step for the significant change in the environmental improvement and development of electric vehicle industry in the Philippines.
BATANGAS CITY -- The Department of Energy (DOE) on Monday turned over 50 electricity-run or e-trikes to the city government which will be distributed to qualified tricycle drivers as part of the city’s livelihood program.
“Ang three-wheeled e-trikes na ito ay environment-friendly sapagkat gumagamit ng kuryente sa halip na gasolina o diesel upang mabawasan ang carbon emissions sa kapaligiran. Ito ay pwedeng magsakay ng limang pasahero bukod ang driver. (These three-wheeled e-trikes are environment-friendly because these use electricity instead of gasoline or diesel to reduce carbon emissions in the environment. These can ferry five passengers in addition to the driver),” said City Mayor Beverley Rose Dimacuha, who received the e-trikes.
Dimacuha tasked the city e-trikes Project Management Team to evaluate the qualified beneficiaries who must be bona fide active members of Tricycle Operators and Drivers Association (TODA) of good standing, no criminal or police record, have the capacity to maintain the e-trike, has a garage, among other criteria.
Batangas City is one of the local government unit (LGU) recipients under the DOE Market Transformation through Introduction of Energy-Efficient Electric Vehicles Project.
Oliver Gonzales, head of the City Environment and Natural Resources Officer (CENRO), said the city qualified as one of the LGU recipients for the e-trike project due to its environmental programs and ecological drive as part of its Local Climate Change Reduction Plan that aims to curb carbon monoxide emissions from vehicles.
Gonzales said each e-trike costs PHP455,000 and uses the re-chargeable lithium ion battery that normally requires three hours full charging for its 50-kilometer trip.
He noted the city government has established the charging stations for the e-trikes, and the Management Team is now studying the affordable maintenance fee per e-trike for the qualified beneficiaries.
The city government will also assume the maintenance of the e-trikes through trained city hall employees who will in turn train e-trike qualified beneficiary drivers/operators, he added.
Gonzales further said the e-trikes are now registered with the Land Transportation Office (LTO), including the comprehensive insurance, through the city government.
Part of the guidelines for beneficiaries, he said, is to comply with the standard fare matrix issued by the Land Transportation and Franchising Regulatory Board here. (Maroe T. Genosa/PNA)
CAMP AGUINALDO, Quezon City, July 26 -- Electric tricycles will soon be seen plying the roads of military camps shuttling commuters to different destinations with the grant of E-Trikes to the Armed Forces of the Philippines (AFP) during the “Ceremonial Signing of the Deed of Donation (DOD) and Turnover to End-Users of 50 E-Trikes Donated by the Department of Energy (DOE)” on Thursday, 25 July 2019, at the GHQ Canopy, Camp General Emilio Aguinaldo, Quezon City.
The DOD was signed by AFP Chief of Staff General Benjamin Madrigal Jr., DOE Undersecretary Jesus Cristino Posadas, and AFP Assistant Deputy Chief of Staff for Logistics BGen. Fernyl Buca.
The donation of E-Trikes is part of the DOE implementation of the Market Transformation through Introduction of Energy Efficient Electric Vehicles Project or the E-Trike Project.
Implemented in partnership with the Asian Development Bank and the Clean Technology Fund, the objective of the E-Trike Project is to promote energy efficiency and clean technologies in the transport sector.
According to the DOE, the introduction of E-Trikes with lithium-ion battery technology is envisioned to pave the way for increased safety standards and improved environmental compliance.
Gen. Madrigal in his remarks, said “…it is always for the benefit of everyone that we advance efforts geared on ecological balance. That is why with today’s launching, we are grateful to celebrate the greater impact that the E-Trike Project poses to our environment.”
The DOE donated the 50 E-Trikes to the AFP for distribution to five military camps for the transportation of soldiers, their dependents, civilian employees, churchgoers, tourists, and guests inside these camps.
Camp Aguinaldo in Quezon City, Camp Aquino in Tarlac, Camp Nakar in Quezon Province, Fort Magsaysay in Nueva Ecija, and Sangley Point in Cavite shall have their designated number of E-Trikes, charging stations, routes, rules, and provisions regarding the use and services of the E-Trikes.
In closing, Gen. Madrigal remarked, “Serving the nation becomes a fulfilling experience when we see that we have partner agencies such as the Department of Energy, who are in solidarity with our cause for continued development. Las Piñas City Mayor Mel Aguilar, represented by her daughter April Aguilar, has turned over 100 electronic tricycle (e-trike) units to select tricycle drivers and operators association aimed to provide livelihood assistance and reduce pollution.
The beneficiaries are members of seven TODA plying the routes within public elementary, senior high school and the city-run Dr. Filemon C. Aguilar Information Technology Training Institute.
Mayor Aguilar encouraged the drivers to take advantage of the opportunity of owning a brand new vehicle for free as their source of livelihood that would also care for the environment.

The mayor said the city government will provide free charging stations in strategic areas along e-trike routes. Among the agreement between the city and TODA, the e-trike drivers must provide rides to all public school and DFCAITTI students along their route for free.
Former city councilor and chief of the Tricycle Regulatory Unit (TRU), Ruben Ramos who led the conduct of seminar for drivers, said they are giving priority to driver-operators with franchise to ensure smooth transition in the drop and replace scheme from their old tricycle unit to e-trike.
They also need to have a secured parking space for the e-trike. The program is given a three-month trial period to give beneficiaries ample time to adapt to the new scheme, he added. Under the program, the driver-beneficiary will be required to deposit P150 a day for six days per week as continuance fund, which they could withdraw for maintenance and battery replacement.
The program is under the Energy Efficient Electric Vehicles Project (E-trike project) of the Department of Energy (DOE) and local government that encourages the transition from the petroleum to cleaner sources of energy.
The turnover ceremony on Tuesday was attended by representative of the Department of Energy (DOE), led by Energy Utilization Management Bureau Assistant Director Jesus Anunciacion, Engr. Arnel Mathew Garcia, supervising science research specialist, and Engr. Simon Leonor, senior supervising science research specialist.
The Muntinlupa City government received 150 electronic tricycles or e-trike units from the Department of Energy (DOE) on Friday in an effort to promote energy efficiency and clean technologies in the transport sector.

The turnover ceremony was followed by a test drive of the units led by DOE officials, Asst. Sec. Leonido Pulido III and Usec. Donato Marcos, and Muntinlupa Mayor Jaime Fresnedi at the Muntinlupa Sports Complex.
Muntinlupa is dubbed as the “E-Jeepney Capital of the Philippines” and one of the local government units leading in the electric and vehicle revolution in the country.
The E-trikes feature a five-kilowatt electric motor, a three kilowatt hour Lithium-Ion Battery, an on board charger and a battery management system. A fully-charged unit can run up to three hours and comfortably fit up to five passengers.
“We are glad to be one of the first cities to be awarded E-trikes by DOE, this will help us continue promoting alternative and renewable energy,” said Fresnedi.
Ayala-Alabang will be the pilot barangay to be provided with 20 units.
The Muntinlupa Traffic Management Bureau (MTMB) will assist partner cooperatives who will work with drivers and operators in their transition to using the E-trikes.
The ownership of these will eventually be transferred to the cooperative members, upon meeting terms of operational agreements.
The Quezon City local government is piloting the use of 20 electric tricycles from a Japanese company in a move to reduce air pollution and provide alternate means of commuting among its residents.
Said move is part of local government efforts to encourage use of electric vehicles and lessen greenhouse gas emissions.
Japanese company BEMAC-Uzushio Electric Co. introduced the electric tricycles under the Partnership with the Private Sector Scheme of the Japan International Cooperation Agency (JICA) that encourages Japanese private sector to participate in win-win partnerships with developing countries.
"Sharing Japanese technology is one way JICA continues to assist the Philippines in addressing its development challenges. With this project with the Quezon City government, we aim to support the Philippines in addressing air pollution woes and alternate accessible transport means," said JICA Senior Representative Tetsuya Yamada.
Motor vehicles account for 80% of air pollution in Metro Manila, a 2016 report from the Department of Natural and Environment Resources (DENR) said.
Under the project, BEMAC will study the feasibility of an electric tricycle business model in the Philippines. Fleet shifting from gasoline-powered vehicles to electric vehicles can result in the reduction of air pollutants by more than half for equivalent emissions, according to a study by the Institute of Environmental Science and Meteorology (College of Science, UP Diliman). Powered by a lithium-ion battery, BEMAC's electric tricycles are equipped with state-of-the-art Japanese technology such as the Power Control Unit (PCU). The PCU is composed of the vehicle control unit responsible for maintaining the various components of the electric vehicle at ideal conditions, as well as the motor, inverter, and other important parts.
Aside from electric tricycles, JICA is also sharing Japanese technology with the Philippines through a number of Japanese private sector projects in wastewater treatment and water purification system, among others.

The City of Manila is now being plied by electric tricycles. Called the E-Vehicle and Assistance Program (E.R.A.P) Manila Project, the program is part of Mayor Joseph “Erap” Estrada plan to uplift the lives of the city’s “poorest of the poor” by having a sustainable source of income and improve the community.
Last April 2017, Manila held the first program launch and formal turnover of 80 68VM electric tricycles to the first batch of driver-beneficiaries.BEMAC Electric Transportation Philippines Incorporated supplied the city of Manila 280 68VM electric tricycles.
The E-trike are set to a daily boundary price of Php150.00 payable upon four years and were subsidized with free electricity charges for one year. After which, the driver-beneficiaries will then be the sole owner of their electric tricycle.
The initial batch of electric tricycles is now operating within the third district of Manila and the very first ever terminal and charging station is located at San Lorenzo Ruiz Plaza.Now, Manila is building four more charging station to support the E.R.A.P. Manila Project of Electric Tricycle.
Thru the efforts of Manila City District IV Councilor Eduardo "BIMBO" V. Quintos three additional charging stationsare now being constructed at the Manila Motorpool, Antipolo Street, and at San Nicolas to further create awareness and implementation of the livelihood program.
At present, the city is very busy undertaking steps to expand the list of beneficiaries of this livelihood program. According to City Government of Manila, they target to complete the deployment and distribution for the rest of the e-trike units within the year.
